I've offered parent workshops on topics specifically chosen by the parents, and still had low turn-out! Child care and time of day are big challenges for parents. I've often thought we should set up the training to provide free childcare, provide some light pupus, and encourage parents to all bring a dish - then it's education, and covers a meal. Also, doing a make-and-take might be motivational - they'll have something to take home to use, and also be immediately applying the concepts they've learned in the workshop.
